Catherine Netter
Professional Development Center Specialist
Catherine D. Netter, M.S. serves as a Professional Development Center Specialist with the Texas Center for the Advancement of Literacy and Learning (TCALL) in the College of Education and Human Development at Texas A&M University. In this role, she supports the statewide adult education and literacy system by designing and delivering evidence-based professional development, providing technical assistance, and strengthening the instructional capacity of adult education providers across Texas.
Ms. Netter brings more than two decades of experience spanning adult education, criminal justice, workforce development, and public safety. Her professional background includes leadership roles in county government and law enforcement, postsecondary instruction in criminal justice and adult learning, and national training focused on humanity, systems change, and trauma-informed practices. She has worked extensively with justice-involved individuals, educators, and public agencies to improve outcomes through education, reentry support, an workforce-aligned learning.
Her research interest and professional goal is to create pathways out of poverty through adult literacy and lifelong learning, reduce recidivism, and promote trauma-informed approaches to supporting justice-involved learners. She is committed to increasing adult literacy outcomes across Texas and to enhancing public safety by advancing sustainability, effectiveness, and continued funding of adult education programs and services statewide.
Outside of her professional responsibilities, Ms. Netter values time with her family, particularly visits with her adult sons. She cherishes the role reversal that unfolds during family Scrabble games—now she’s the one thrilled when her sons ask her to play. She also recognizes Scrabble as an education tool that reinforces vocabulary, spelling, critical thinking, and problem-solving skills essential to literacy across the lifespan. In addition, Ms. Netter is engaged in the development of a patented biometric locking beverage container designed to enhance public safety and reduce the spread of contagions, reflecting her broader commitment to practical, prevention-focused innovations that promote health, safety, and community well-being.
